A Sri Lankan cross-border e-commerce policy paper highlighted that domestic sellers must comply with local consumer protection laws, warranty duties, return policies, tax obligations, and service guarantees, while foreign sellers and platforms without a local presence are harder to hold accountable. It also noted practical consumer-redress problems such as difficulty obtaining refunds, unreachable foreign sellers, and delayed or substandard deliveries.
